Devin Diano - CEO & Director of Planning 

Devin’s background in planning began in the City of Lethbridge where he graduated in 2016 from the University of Lethbridge with a degree in urban and regional planning. Devin began his planning career at the City of Lethbridge where he worked in the planning department while completing his degree and continued into a full-time role after graduation. Devin joined Palliser Regional Municipal Services in May 2018 as a Planner I and quickly took on many responsibilities above and beyond the position, leading into the Senior Planner position for Palliser.  Through his role as Senior Planner he has also taken many additional responsibilities and gained accelerated experience that has given him a great foundation and understanding of the overall operations and management of the organization.

Kari Bott - Office Manager

Kari joined Palliser Regional Municipal Services as an Executive Assistant in January 2008. Utilizing experiences from a career spanning over 3 decades within the municipal sector and banking industry,  Kari’s responsibilities at Palliser are varied.   From financial administration to desktop publishing while providing administrative & managerial support, Kari assists in delivering quality planning services to PRMS' shareholder-member municipalities and their ratepayers.

Tracy Woitenko - Senior Planner

Tracy joined Palliser in June 2022 as the Senior Policy Planner following 15 years working as a Planner in the Bow Valley area of the Canadian Rockies. It was her passion for mountain sports that brought her early in her planning career to Canmore where she gained extensive urban and rural planning experience working for the Town of Canmore and the Municipal District of Bighorn. Her primary focus has been preparing statutory plans and land use bylaws and other planning policy documents, as well as processing large subdivisions and development permit applications. Tracy’s role at Palliser continues to be the preparation and review of statutory plans and land use bylaws, providing advice and recommendations on general planning matters, and assisting with subdivision applications.

Garry Wilson - Planner II

Garry began his employment with Palliser in 1995 by filling a contract position for six months to provide assistance to the Senior Technologist at the time.  The position was extended due to a maternity leave of the person in a junior position and he later filled the permanent position when they chose not to return after their absence.  In the winter of 2005, after the planner at the time moved on, Garry moved into the position of reviewing subdivisions and providing reports and related duties to both the municipalities and applicants.

Zacharie Forest - Planner I

Zacharie joined PRMS in July 2025 after completing his Master of Planning (MPlan) degree at the University of Calgary. At the School of Architecture, Planning and Landscape (SAPL), he served as President of the SAPL Student Association and was awarded the APPI Danny Makale Silver Medallion as the top graduating MPlan student. Prior to his graduate studies, he was a Planning Intern at the County of Newell for 16 months as part of Alberta’s Municipal Internship Program. Originally from Gravelbourg, a small town in south-central Saskatchewan, Zacharie’s childhood fascination for architecture transformed into a passion for community planning during his undergraduate studies at Carleton University. The built environment’s impact on society drives his ambition to bring about positive change through innovative policy and design solutions that can improve people’s quality of life for longer. 

Elliot Hall - GIS Coordinator

Elliot joined the Palliser team in April 2024.  In his previous role he implemented and supported client Webmaps, as well as maintained GIS data for clients.  As the GIS Coordinator, Elliot is dedicated to delivering tailored solutions that exceed expectations and propel members forward.

Linda Taylor - Safety Codes Administrator

Linda joined Palliser Regional Municipal Services as the Safety Codes Administrator in October 2023. She had been working with the Safety Codes permitting for over 12.5 years with the Town of Drumheller as the Safety Codes Clerk for the Town of Drumheller and Palliser Regional Municipal Services.

Delayne Bankhead - Office Clerk

Delayne joined Palliser Regional Municipal Services as the Office Clerk in January 2024. She has been employed in different roles at the Special Areas Board main office for the past two years. Delayne’s recent experience working within their property administration department has equipped her with the knowledge to provide assistance to all departments of PRMS.
